Problem/Motivation

When I changed the background color I noticed this quick but annoying animation on the toolbar: it first shows up as default (black), then turns to the picked color. This seems to happen right after page load (I'm on localhost so is quick), with or without caches enabled.

Steps to reproduce

Fresh D10.0.9 install with admin_toolbar (default, no submodules)

This appears to be fixed in #3467210: Update module to use CSS variables instead of adding inline CSS via Javascript., please review.
