Description: 

Currently, the min_depth is hardcoded in the bookTreeAllData() function.

$tree_parameters = [
   'min_depth' => 1,
   'max_depth' => $max_depth,
];

Before:
\Drupal::service('book.manager')->bookTreeAllData($bid, $link = NULL, $max_depth = NULL);
After:
\Drupal::service('book.manager')->bookTreeAllData($bid, $link = NULL, $max_depth = NULL, $min_depth = NULL);
Note for developers:
This change will not affect any existing usage, bookTreeAllData() internally using the doBookTreeBuild() function, so if we do not provide the $min_depth then doBookTreeBuild() will consider min_depth as 1.
