Research/interviews surrounding #3346539: [Plan] Improve field creation experience revealed a preference for fields to default a single value, and to only have multivalue related options appear if the field is explicitly set to being a multivalue field

Find the code specific to conditionally showing multivalue config in this Drupal fork and port it to the dev branch.
Review wording choices in any new additions.

Assigned to me intentionally, don't want anyone to replicate work that has already been done. Once the preliminary work from Github is ported over this can switch to a regular unassigned issue.

Drupal core is moving towards using a “main” branch. As an interim step, a new 11.x branch has been opened, as Drupal.org infrastructure cannot currently fully support a branch named main. New developments and disruptive changes should now be targeted for the 11.x branch, which currently accepts only minor-version allowed changes.
