Update Mailchimp Account

Problem/Motivation

Mailchimp has been our source for managing email lists and newsletters, and used to be free. But now it costs money. And there's been a lot of changes and improvements we should take advantage of (especially if we're paying).

Proposed resolution

Upgrade our Mailchimp account and use new online template builders to create a new look for our email newsletters. These will be mobile-friendly and accessible, and easier to manage.
