The .info.yml file contains the following lines.

core: 8.x
core_version_requirement: ^8 || ^9 || ^10

With that value of the core_version_requirement key, the core key cannot be used. It needs to be removed.

Patch apply cleanly and also remove old core version from .info.yml file.
