Use the latest version of config_ignore so we can remove the blacklist

Proposed resolution

  • Update config_ignore to the latest 3.x version in composer.json of rocketship_core
  • Adjust patches if any
  • Get rid of blacklist and whitelist in dropsolid_rocketship_profile
  • Remove config_split.config_split.blacklist.yml and config_split.config_split.whitelist.yml
  • Clean up a usage in additional_settings.*.php
  • Get rid of outdated lines in config_ignore.settings.yml of dropsolid_rocketship_profile
  • Clean up webform.webform.*
