We can and should remove the optional update system.

It was only ever used for optional updates, which were an extremely Lightning-specific thing. With the EOL of the Lightning distribution, there's no reason to keep it around. It was never intended for use by other modules anyway. A new major version of Lightning Core is the perfect inflection point at which to remove it.
