Support translatability of content

Problem/Motivation

Right now, raw strings and formatted text can be translated via Config Translation UI.

What it not possible however, is to provide translations for a content entity that is defined as a parameter.

Proposed resolution

The content translation UI should be used to translate the content. Parameters then need to make sure, that the values are being automatically synchronized between content and configuration.
