Problem/Motivation

In #3321915: [8.x] Allow to store live and sandbox credentials for easy switching @jsacksick made an important comment:

We usually don't recommend storing plain credentials in the database... Often times credentials are set from either settings.php or via the https://www.drupal.org/project/key module.

Still, this information isn't yet present in the UI, where the user enters the PayPal API credentials.

View the PayPal submodule payment configuration form where the Client Code and secret are entered. There's no such information

Add a description with a link to the documentation (README.md?) how to store credentials safely instead of the database, (leaving the form empty).
