Problem/Motivation

The block visibility path conditions allow defining paths where the block is (not) shown, but in some cases you need to exclude certain paths from these rules, which can't be solved globally.

I'm quite sure I saw conditions like this in another module, perhaps it was the Context module? Does anyone now? So perhaps we can reuse their implementation here.

Drupal core is moving towards using a “main” branch. As an interim step, a new 11.x branch has been opened, as Drupal.org infrastructure cannot currently fully support a branch named main. New developments and disruptive changes should now be targeted for the 11.x branch, which currently accepts only minor-version allowed changes.
