I tried to get rid of all testing votes and tried the mentioned drush command, rebuilded caches and so on, but all votes are still available. Drush shows "[success] Flushed vote data for all entities" without details.

You're correct, it appears that the 'all' option never worked. Here is a patch that I think will fix it. Please try this and report back with your results.
