The stable theme is deprecated and will be removed from Drupal 10. Themes depending on the stable theme may use the stable contrib project or switch to stable 9.

Thanks for updating the parent but the parent should be the 9.5 issue that is handling all the tasks for deprecating, such as moving integrations. The removal parent is for the task that happen in D10.

Added a bit of release note, not sure what we should recommand people, that they move to stable9 or use the starterkit instead?

What most people will likely do is depend on the contrib project so I think that should be the primary step to recommend. I think we should update the change record to include steps for converting to Stable 9. We did something similar with Classy: https://www.drupal.org/node/3305674

CR Updated with instructions on how to switch to Stable 9, as well as the options for contrib and a brief summary of eliminating the dependency entirely.

Added Release note

The rebase introduced several changes that were initially happening here, so the MR is down to just changing the info.yml. Re-rtbc.
