website encountered an unexpected error of function getFileUri when we save configuration of admin setting in theme and then refresh it through an error of getFileUri.

I have Created a patch that can fix that encountered error of getFileUri.
Only local images are allowed.

No one getting this issue on Drupal 8 and 9 version . Which version are you using ?
