Problem/Motivation

Media Migration migrates file IDs to media IDs. This has not been a problem so far, but if we commit #3272705: Migrate Youtube Field from D7 to D9. or #3273427: Migrate Video Embed Field from D7 to Media in D9., this can break incremental migrations.

Proposed resolution

Do not migrate file IDs to media IDs.

This task revealed #3267064: Incorrect media UUID applied when <drupal-media> embed and media_migrations lookups configured (I think I had to fix that issue).
