How can I change the time of the day the alerts are sent (when choosing "daily or twice a day)?

Currently, you can't, we don't have such option

Automatically closed -- issue fixed for two weeks with no activity.

If you only run cron once a day you could use the cron option and schedule your cron when you want the notifications to occur
