Doesn't correctly import rows with multiline fields

Problem/Motivation

When importing a .csv file that has fields in it that have newlines, the import fails on those terms.

Steps to reproduce

Create a .csv file that has a field values like:

0,name,description
test_term,Test Term,"This is
a multiline
description"

Proposed resolution

The problem is that the PHP function str_getcsv() actually doesn't handle this correctly. However, fget_csv() does, so change to using that function in 2 places.
