wse_config breaks when media or pathauto modules are active

Problem/Motivation

There's an infinite loop if wse_config gets enabled on a site that already has the pathauto and/or media modules enabled. Here a backtrace of the loop:

Steps to reproduce

On a vanilla Drupal (tested on 9.4.x)

1. Enable the following modules: media, pathauto, wse
2. Then enable wse_config via drush or ui
3. Observe the infinite loop

Proposed resolution

1. Drop the check for the entity definition in WseConfigDatabaseStorage::wseConfigStorageIsActive() as this will lead to an infinite loop if a module implements hook_entity_type_alter() and reads config within that hook
2. Ignore pathauto and media related configs in wse_config
