This is a minor update which is generally not allowed in a patch release (so it would not be committable to 9.3.x unless there were a very strong need). Can you explain why you have filed this as a major bug report? Is there some specific error, dependency conflict, etc.?

This would also need patches for 9.4.x and 10.0.x.

Note that you can always choose to not use drupal/core-recommended if there is a specific need for your site or application to use newer versions than what core-recommended provides. We would only do a minor update in a patch release for everyone if there were (e.g.) a security issue (which would need to be reported privately) or a critical bug with the old version affecting Drupal core updates, etc.

Drupal 9.3.15 was released on June 1st, 2022 and is the final full bugfix release for the Drupal 9.3.x series. Drupal 9.3.x will not receive any further development aside from security fixes. Drupal 9 bug reports should be targeted for the 9.4.x-dev branch from now on, and new development or disruptive changes should be targeted for the 9.5.x-dev branch. For more information see the Drupal core minor version schedule and the Allowed changes during the Drupal core release cycle.

This isn't a direct dependency of core, it does look like it could be updated in 9.5.x though.

Not a dependency any more in 10.x

#12 patch applied successfully for D9.5.x. after applying patch, laminas/escaper got updated to 2.10.0.
