Closing this one as a duplicate of #3415321: Refactor \Drupal\Tests\Core\Test\PhpUnitCliTest::testFunctionalTestDebugHtmlOutput although this one is older.

The mentioned issue expands the scope and already has an MR for a part of the extended scope.
