#3261452: [11.x] Remove tracker module from core tracker module is going to be removed from core in 10.x. Help topics is an experimental module which contains topics related to tracker module.

I just noticed we have the identical problem with quickedit. Is it better to handle each of these in their own issues, or to bundle them together?

I think it's fine to do these in their own issues - if we try to do all at once we'll need a list of all modules being removed, and that's not really final yet.
