Added notes that both Pantheon and Acquia have PHP 8.1 support under development, since these two HSPs account for the majority of the community survey respondents who don't have access to PHP 8.1. (Acquia has confirmed that it is intended to have PHP 8.1 support ready in time for Drupal 10's release, and Pantheon's PHP version documentation also indicates that that PHP 8.1 support is under development.)

Drupal 9.5.0-beta2 and Drupal 10.0.0-beta2 were released on September 29, 2022, which means new developments and disruptive changes should now be targeted for the 10.1.x-dev branch. Drupal core is moving towards using a “main” branch. As an interim step, a new 11.x branch has been opened, as Drupal.org infrastructure cannot currently fully support a branch named main. New developments and disruptive changes should now be targeted for the 11.x branch, which currently accepts only minor-version allowed changes. For more information, see the Drupal core minor version schedule and the Allowed changes during the Drupal core release cycle.

This issue has not really been maintained since we released Drupal 10, and is mostly no longer relevant. As I said on the parent:

With changes to both our release cycle and PHP's allowing longer support for old versions (and therefore more time to upgrade), we're moving toward #3406215: [policy] Default to requiring the latest stable PHP release available when a new major version reaches the first beta window as a standard practice so that we overlap PHP's support cycle as closely as possible rather than trying to predict how well HSPs will keep up.
