Add Vendor Stream Wrapper as a dependency for the module.

As part of recent clean-up efforts, all the Elementor code is being loaded via composer and is placed in the vendor directory. Some of the CSS/JS has to be loaded from the vendor directory as well. It would be better to mark https://www.drupal.org/project/vendor_stream_wrapper as dependency for the Elementor module for this use case.
