Can add new form element to capture background color from the user [#3246376]

You can apply patch(https://www.drupal.org/files/issues/2021-10-28/image_dynamic_setbgcolors...) in image_effect module to capture background color from the user.

Current functionality: add white or transparent background
After apply Patch: It provides new form element to capture background color from the user
