In #2978112: Remove Core hreflang tags we worked around a core issue re: hreflang tags created when an entity is the front page. The core issue was fixed in #2796399: Problematic hreflang links when using entity as front page. so, once support for Drupal 8.9 is dropped, we could remove the workaround.
