D9 Readiness [#3244680]

The groupmediaplus_upload.info.yml needs:

core_version_requirement: ^8 || ^9

In addition, the module needs D9 name space dependencies.

The tests don't work because the dependency "group" isn't installed; this would be fixed by #3017763: Dependency namespacing in .info.yml file. Otherwise this should be ok.
