Add filter "Taxonomy: Term"
Select a vocabulary (in my case: no hierarchy, no free-tagging) and choose "select box" type
Operator: "is one of"
Preselection of terms has no influence here
Uncheck "optional"
Check "force single"
You can already see in the Views UI preview that there are no results. Only after explicity clicking the "Filter" Button the results will appear.
Maybe related to this issue: When I preselect term(s) they should be set as default value in the exposed filter (whether the filter is optional or not).
For non-taxonomy select boxes, e.g CCK Text field, it works.
I just wonder how the bahaviour should be in case of multi-select boxes. Because when deselecting all terms in the box there will be not input value for that filter after submit.
If the filter is not optional we could set the preselected terms as defaults, but if it's optional we shouldn't, otherwise the user can never make the filter really optional.

merlinofchaos commentedThis isn't true for me. I think it depends on your terms.
If you didn't check Limit list to selected items then it will default to whatever terms you had preselected. If you had none preselected it should default to the first one in the list.
That said there was some brokenness in the default choosing, which I've fixed. I'm marking this fixed, but I haven't addressed your initial issue, because I haven't actually reproduced it. This may or may not fix the perceived problem, though.
