Problem/Motivation

#3224523: [PHP 8.1] Add ReturnTypeWillChange attribute where necessary adds PHP annotations to suppress PHP's deprecation notices. We can fix some of these in D9 as they are internal code and others will have to wait till #1158720: Improve text for parameter type hinting in function declaration is worked out.

Proposed resolution

This plan issue will determine which can be fixed in D9 and if there's only a small number be changed to a task and if there are many we will coordinate the sub-tasks here.

Drupal core is moving towards using a “main” branch. As an interim step, a new 11.x branch has been opened, as Drupal.org infrastructure cannot currently fully support a branch named main. New developments and disruptive changes should now be targeted for the 11.x branch, which currently accepts only minor-version allowed changes.
