As suggested on #3116804: Add tedbow and dww as maintainers for Update Manager
I have worked a lot on Update module for Drupal 8 to Drupal 9.

I am going to be working on the Auto Update initiative for a while which may need more updates to the Update module itself.

I am up for being a co-maintainer of the module with dww as I have worked on a bunch of issues with him and we have already helped, along with others, to improve the Update module.

I have worked with @tedbow on the Update module, and it has always been a pleasure. I have been impressed by his patience and the gracious way he always gives thanks for reviews, including the nit-picky ones and the ones that suggest doing a lot of extra work.

I am tempted to say, "@tedbow, you forgot to set the status to NR", just to give him a chance to prove my point.

Nah. I will just say ...

Thanks for volunteering to help maintain this module. We know that it needs some maintenance!

Fantastic, glad to see you want to do this! Totally agreed with @benjifisher in all of #3.

Since this is RTBC without a patch, I added you to the one in #3116804: Add tedbow and dww as maintainers for Update Manager and re-titled it. Let's continue there!
