I am wondering if support can be added for the html element in views rewrites. If not, could someone provide an explanation for why it is not an option? See screenshot for available HTML tags allowed in rewrites. Thanks.

Views just uses the tags allowed by \Drupal\Component\Utility\Xss::filterAdmin, I don't see that changing, if we need to add additional tags to that, you should probably see what can be done in #2776667: Review/update $adminTags variable for new html elements to be allowed
