GCWeb - Search box in header misaligned with language switcher

Problem/Motivation

On a fresh install of WxT (4.0.4) using the gcweb theme, the search box is not aligned with the language switcher in the header.

For comparison, here is a screenshot of the upstream gcweb theme (I grabbed the dist from https://github.com/wet-boew/GCWeb/releases/tag/v6.1):

Steps to reproduce

1. Install WxT (I used 4.0.4)
2. Navigate to /en/admin/config/wxt/wxt_library
3. Under "WxT Theme Selection", select "Canada.ca (Government of Canada)"
4. Save changes
5. Navigate back to the homepage

Proposed resolution

I'm not familiar with how the release cycles of this project line up (or don't) with the upstream theme https://github.com/wet-boew/GCWeb/, but potentially this could be fixed by updating to a newer version of that upstream. In my testing it seems like we could remove most or all of the search block related overrides if we update the upstream theme to 8.0.x (I didn't test higher than 8.1.x yet).

I would have to take a closer look at this to come up with a proposal to fix it on top of the 6.1.0 upstream theme.
