The following issue is now committed and the related patch in Guardr Core can be removed: #2912708: Update drush commands to work for 9.x version of drush and is included in the security_review 8.x-1.0-alpha2 release - https://www.drupal.org/project/security_review/releases/8.x-1.0-alpha2

Remove the patch from composer.json
