Configuration menu link missing

Problem/Motivation

For some reason the menu link that's supposed to be located at Admin > Configuration > System (URL /admin/config/system/google-translator) was missing when I first installed the module. After clearing caches the issue persisted.

Steps to reproduce

1. Install the module.
2. Navigate to Admin > Configuration > System.
3. Google Translator link is missing.

Proposed resolution

I found the issue in google_translator.links.menu.yml. The parent was configured incorrectly. It should have been "system.admin_config_system". I created a patch, tested it, and will attach it to this post.
