Problem/Motivation

The Context submodule provide functionality for configuring and determing the current user's shopping context. While managing the cart depending on the user's current context is the most common functionality, it can be used in a number of ways without the carts/orders being involved. We should therefore move all cart-related functionality to the Cart submodule.
