Problem/Motivation

I think more can be done to the override report introduced in #3201994: Override Report.

I'd like to be able to see, not just a list of sections/layouts, but more specifically a list of which settings actually in each (and maybe ignore sections that didn't change at all). This helps not just say that a node has been overridden, but also provides details expressing the following sentiment:

Assume you have a content-type layout with 6 sections with the following labels: Section 1, Section 2 ... Section 6

Then assume I add a new section called "Section 3.5" which I'm placing between "Section 3" and "Section 4".

For the override report, I'd like to see something like this:

- Section 1 changed (1 component added, 2 components changed)
- Section 3.5 added between Section 3 and Section 4 (5 components added)
- Section 5 removed (3 components removed)
- Section 6 changed (2 components removed)

I don't know if this is the exact same report as the existing override report, or if this is a separate override report. There may be some value in keeping the existing report as-is. I need to think on that still.

I don't think this can be completed until #3208766: Add UUID to sections is addressed.
