Problem/Motivation

The "payment_information" pane is explicitly hidden on the checkout review page, when PayPal checkout is configured to use the smart payment buttons.

While this is ok when the billing information is collected in PayPal, this isn't when configuring PayPal checkout to explicitly collect the billing information.
