Problem/Motivation

Right now we only show "additional" settings if the corresponding modules are enabled.
This somehow hides the possible features for site-builders.

Proposed resolution

Show a placeholder for disabled or in-existent modules.

User interface changes

The settings form will show all possilbe settings always.
