Add the permissions "Update my own shipping method" and "Delete my own shipping method"

Drupal Commerce allows you to create several stores administered by several owners and to integrate permissions at the store level. For example :
- Update its own products.
- Delete its own products.
- ...
Its authorizations already exist, however "Commerce Shipping" makes it impossible to use multiple stores because an owner cannot manage their own shipping methods. This is a very big problem.

You need to add the permissions "Update my own shipping method" and "Delete my own shipping method".

Or at least provide a patch.
