Media overview is empty when no vocabulary is selected

Problem/Motivation

When the media directories vocabulary is not set, the views filter still limits to root directory.

Steps to reproduce

Fresh install or existing site w/o media_directories, enable media_directories, go to the media overview (/admin/content/media) and you'll find it empty.

Proposed resolution

Do not filter if no vocabulary is set.
