This is a general problem with Travis builds running at Drupal Core 8.8 since 24 October - see Scheduler issue #3179392: Travis build fails for Drupal Core 8.8 using Composer 2 for more details

The solution is to rollback to Composer 1 when running the 8.8.x branch.

Core 8.9, 9.0 and 9.1 are fine to run with Composer 2
