@pameela was added as a provisional committer team facilitator almost a year ago in #3087694: Add pameeela to MAINTAINERS.txt as a provisional committer team facilitator. She has been doing absolutely amazing, and it is time to promote her to non-provisional.

Proposed resolution

Make @pameela a full committer team facilitator.
