Add option to remove modules as if they were uninstalled

Problem/Motivation

When a module is split off all the config which depends on it is also automatically completely split.
We could fake the module being uninstalled and export the result to the sync storage and save a quasi-patch to the split directory.

Proposed resolution

Split modules as if they were uninstalled. This is an improvement so we can drop the 1.x functionality.
