I set a max 8 attempts in 1 hour and no matter how many times I try to login incorrectly, it just says

You have used 0 out of 8 login attempts. After all 8 have been used, you will be unable to login for 1 hour(s).

It's not even starting out at 1. So far it looks completely broken and useless.

The problem was not supporting IPv6. Column size increased in login_security.install CVS revision 1.3.2.3. Needs porting to 6.x and postgresql upgrade query.
