Installing the dev version by composer does not install the libraries API and PclZip library dependencies. The link to PclZip is alo broken, but seems to be the same as this https://github.com/chamilo/pclzip

Even after manually installing libraries API, downloading the pclzip and placing it in /vendor/pclzip/pclzip/ the module does not install.

The dependency on the library module isn't defined in composer yet, still had to require that independently.
