As discovered in Rules issue #3160795: Set core_version_requirement to ^8.8.2 and change three test modules to 'Testing' package it can save future effort if test modules are defined in the 'Testing' package.

And we don't need core_version_requirement in the test modules anymore either, right?

Just tried this on Travis build/test and all OK at 8.9 and 9.0
