Reviewed patch #2 and found that core_version_requirement: ^8 || ^9 needs to be added in it's submodule's info.yml file as well i.e., modules/eloqua_api_auth_fallback/eloqua_api_auth_fallback.info.yml. So, moving this to Needs work.

Do you plan to apply this patch to the development or stable version? We would like to be able to use this module in Drupal 9 from composer. I could help this to be fixed if necessary.
