Looking at https://git.drupalcode.org/project/config_split/-/commits/8.x-1.5-rc2 and https://git.drupalcode.org/project/config_split/-/commits/8.x-1.5-rc1, it appears rc2 is actually a step backward in the commit history by about a year. Is that intentional?

No, that was not intentional! I guess that happened on the wrong checkout.
I tagged a rc3 at the correct version.
