Will there be an updated debian package incorporating core 7.70, or should we update core another way?

Yes we will give the Debian package an update soon, but as the fix included in 7.70 is not all that relevant for a typical hostmaster site there's no rush.

If it's not too much more trouble, 7.71 would be better because of #3081386: [META] Fully support PHP 7.4 in Drupal 7, which helps with Ubuntu 20.04 deployments (running PHP 7.4).
