Per @joestewart, there is a new patch for #2912708: Update drush commands to work for 9.x version of drush and we nee to test it and apply to Guardr Core.

After your review the patch was committed. #2912708-17: Update drush commands to work for 9.x version of drush

It might be possible to use "drupal/security_review:^1.0" now as well ( this would still require the patch).
