patch #2 applies cleanly and installed this on Drupal 9 instance.

Ran drupal-check and found no issues:

drupal-check -ad modules/contrib/noopener_filter                                             
 3/3 [▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓▓] 100%
