Default TitleFormatter setting is string instead of boolean.

This piece in src/Plugin/Field/FieldFormatter/TitleFormatter.php

  public static function defaultSettings() {
    return [
      'tag' => 'h2',
      'linked' => '1',
    ];
  }

makes configuration always overridden between active and staged, because 'linked' in fact is boolean, not string. Patch attached.
